Final Documents due for November Election

filing2Five p.m. today marks the deadline for rebuttal arguments and impartial analysis statements for measures included in the November 3, 2009 ballot.

Twenty measures were submitted to the Elections Office for inclusion in November’s election, all of which are City measures. There are no county measures, nor any school district measures, up for voter consideration.

Since all are city measures, the main contact for document filing is the City Clerk of each respective jurisdiction. City clerks are election officials for local elections, and can choose to use the County to execute the actual election. Once documents are filed at the City level, the City Clerk transmits the hard (paper) and soft (electronic) copies of the filing to the County’s filing officer, Lupe Sanchez.

Upon each submission deadline is a public review period. The public review period, which allows the general public to review the accuracy and validity of arguments, for the rebuttal arguments and impartial analysis statements begins at 5 p.m. today and ends September 3 at 5 p.m.

“Any review of the documents need to be conducted through the cities directly,” said Sanchez.

This means that all measure documents filed thus far can be viewed on each city’s website as appropriate. A full roster of measures can be viewed on the County Elections website at www.shapethefuture.org. The cities with measures on the ballot are:

Election Arguments Due Friday

Arguments in favor of and against City of Pacifica’s Measure D for the Consolidated Special Statewide Election on May 19 are due on Friday by 5 p.m.

The ballot question and full text of the measure are currently posted online at www.shapethefuture.org.

At 5 p.m. on Friday, filed arguments will be posted on www.shapethefuture.org for the 10-day public review period. Rebuttals to arguments will then be accepted through 5 p.m. on March 23.

The Redwood City School District is also conducting a special election, scheduled for June 2.

Primary arguments (in favor of and against) for the June 2 election are also due on Fri., March 13 at 5 p.m. The 10-day review period will also make rebuttals due March 23 as well.

Any questions about how to file an argument can be directed to the appropriate Filing Clerk for the election. For the May 19 election, please contact the City of Pacifica’s City Clerk at 650-738-7307. Arguments for the June 2 election should be filed with the San Mateo County Elections Office, which can be reached at 650-312-5222 for questions.

Board of Supervisors Appoints District 2 Seat

The San Mateo County Board of Supervisors voted 3 to 1 to appoint the City of San Mateo Councilmember Carole Groom to the District 2 seat vacated by newly elected Assemblymember Jerry Hill.  The major reason cited for supporting appointment is the cost associated with conducting an election.

Unless the State opts for an early special election to address the budget, or a local jurisdiction calls for a special election, San Mateo County won’t be conducting an election in March 2009.

The only 2009 election currently anticipated for this County would take place November 3, 2009.  The jurisidictions scheduled for a 2009 Uniform District Election would be:

Schools:  Belmont-Redwood Shores, Burlingame, Hillsborough, Jefferson School, Millbrae, Portola Valley, Redwood City, San Bruno Park, San Carlos, San Mateo-Foster City, San Mateo Union High, Sequoia Union High, Woodside

Fire Districts:  Colma, Half Moon Bay, Menlo Park, Point Montara, Woodside

Police District:  Broadmoor

Recreation Districts:  Highlands, Ladera

Sanitary Districts:  Bayshore, East Palo Alto, Granada, Montara, West Bay

Water Districts:  Mid-Peninsula, Coastside, Los Trancos, Skyline, Westborough

Community Council:  MidCoast

Slocum to Speak at National Conference

americaWe’ve written before about how the Elections Office is reaching out to current and potential voters through the use of 2.0 technology.  Chief Elections Officer Warren Slocum is passionate about communication and transparency, and welcomes ideas on how to improve procedures.

As a self-acknowledged “techie,” he believes that technology should be used to reach all voters, provide excellent customer service, and reduce the expense of elections. He is equally concerned that all systems that are secure, that the vote count has integrity and that the voters, poll workers and election staff are provided the simplest, most elegant and useful tools possible to do this important work in our democracy.

It’s Finally Nov. 4!

The polls open at 7 a.m. — Come on down! Make sure that you’re prepared, and get ready for one crazy day!

Polling places are open till 8 p.m., but they will cut the line off right at the stroke of eight.  Anyone already in line will be able to vote, but any person that arrives after the line is closed will not — even if the line is out the door.

And before you head out, verify your polling place!  Visit www.shapethefuture.org and click on the link for “Where is My Polling Place?”

We don’t have pictures just yet, but once the polling places start buzzin’, we’ll start posting photos of our County’s polling places throughout the day.  In the meantime, here are a few pics from this past weekend’s early voting centers to get you started.

Worth a Thousand Words

Election Day is in full swing, but what did it take to get to this point in the process? It’s been awhile since we’ve been able to put up a thousand words for you, so we thought we’d try something a bit different.

Sometimes, there is no better way of explaining a process than using imagery rather than words. What started out as a long blog post has now become a full-fledged feature on the Elections Office website. Over the past few months, we’ve been taking pictures of every step of the elections process. We really think you’ll like what you see.

Students Gear Up for Election Day

June is a busy time of year for students.  Some are taking finals, others are graduating, a few go to work, and others take advantage of the time off by jetting to places unknown.

With all the conflicting possibilities happening for students this June, we weren’t really counting on getting as many student poll workers for the June 3 Statewide Direct Primary Election. Only one public high school district in the County would be off for summer by Election Day, and June elections have never had a very high turnout for student poll worker applications in the past.

Thank goodness for the students of the San Mateo Union High School District, and students from Half Moon Bay High School.

As early as the day after notices went out, the fax machine started spitting out applications for the program. Letters came in by the droves indicating student availability. While we may not be anywhere near the numbers we reached for the February 5 Presidential Primary Election, Half Moon Bay High School Government Teacher Shari Baldock achieved what we thought would be improbable for any school this go round; Ms. Baldock sent over 21 student applications.

Add that to the amount of students that applied from high schools like Alma Heights Christian Academy, Aragon, Burlingame, Capuchino, Hillsdale, Mills, San Mateo, and Westmoor, and we’ve got a pretty solid number for June 3.
